Claims in the e-mail are false (that the sender has video from the recipient's webcam -> the recipient doesn't have a webcam; that the sender has obtained a list of the recipient's Facebook friends -> the recipient doesn't have a Facebook account), so these are idle threats and should be ignored. The message's originating IP address is a (probably compromised) mail server (mx.ionical.newspapery.top), so it doesn't reveal the author's actual identity.
